Dr. Rebecca Moberly

Rebecca has worked as a Principal Consultant at the Planning Advisory Service (PAS) for five years. She currently leads a project to support local authorities implementing mandatory Biodiversity Net Gain (BNG), as well as supporting PAS’s work on nutrient neutrality, Environmental Delivery Plans and Protected Sites Strategies (PSS). Prior to joining PAS, following a successful career in environmental planning at Natural England, she spent two years on secondment to the Environment Agency, leading the Local Natural Capital Plan (LNCP) for the Oxford to Cambridge Arc and as the Agency’s Director for the Arc.
