Jeremy is a Chartered Town Planner responsible for strategic planning, housing delivery and placemaking at Chelmsford City Council in Essex. This includes keeping Chelmsford’s Local Plan up to date and delivering the allocated 10,000+ home Chelmsford Garden Community. A second new garden community of 4,500 homes is contained within the review of Chelmsford’s Local Plan.
Working in partnership with Essex County Council, Jeremy led on the masterplan for Chelmsford Garden Community which embedded net-zero standards for new development and attracted £225m HIF funding to deliver a new mainline rail station, scheduled to open in late 2025, and the Chelmsford North East By-pass which is currently under construction.
