Kevin Steptoe, BSc, DipTP, MRTPI
Kevin has worked in public sector planning policy formulation, development management and implementation for over 30 years. After an initial spell supporting Structure Plan and Local Plan work in Humberside and Lincolnshire, he moved into development management roles. Firstly as a Team Leader at Rochford in Essex and then at Welwyn Hatfield in Herts. Work at both of these focussed on dealing with residential development pressures alongside the constraints provided by these Green Belt locations. From 2006 to the present, Kevin has been at East Herts Council firstly as Head of Planning up to 2019. This saw two rounds of Local Plan adoption and seeking to accommodate the pressure for development in this attractive area of historic towns and green belt. The adoption of the most recent Local Plan opened up an exciting opportunity to get involved with the delivery of the unique Harlow and Gilston Garden Town focussed around the existing town of Harlow. Kevin has taken up the Lead Officer role at East Herts working together with the other four local authority partners and with a remit to lead on placeshaping and engagement matters.
