Stephen Kelly

Director of Planning, Greater Cambridge Shared Planning Service (Statutory Local Planning Authority for the area of Cambridge City Council and South Cambridgeshire District Council) since 2016. Former roles include Chief Planner roles at London Borough of Haringey, London Borough of Harrow and Director and West Northamptonshire Urban Development Corporation. My earlier career covered roles as a planner in local planning authorities in Watford, London Borough of Brent, Swansea, Torridge (North Devon) and the City of Bath. A Chartered Town Planner (MRTPI) with a BSc from University of Dundee (Town and Regional Planning) and Masters from University of Wales (Business Administration). Awarded MBE for services to Town Planning in January 2026.
